This new capability is designed to find specific cells and precise caller locations in a Mobile Network where Emergency Service callers receive poor performance in terms of signal quality and strength. This would be characterized by a 911 caller not being able to hear a Dispatcher, or the Dispatcher being unable to understand the caller.
